Penrose was born in Camberwell, London, England, on February 4, 1832. He joined the Mormon Church May 14, 1850 and at age 19 was sent on a mission to Maldon, Essex, England. He married Lucetta Stratford on Janury 21, 1855. He emigrated to Utah in 1861. He settled first in Farmington, then Logan, followed by Ogden in 1870 where he began his career as a journalist with the newspaper "Ogden Junction."
